This programme is for you if

You work in a state or municipal institution — as a head of the organisation or of a unit, a process specialist, or in IT or security. Your organisation already uses AI tools or plans to soon, and wants to do it within the rules and with responsibility clearly assigned.

Programme

Module 1 1.5 h

Seminar: The Guidelines Framework and Its Legal Basis

The purpose, structure and significance of the practical guidelines for safe AI use. The difference between AI, automation and data analytics. What the EU AI Act requires and how to establish risk categories. The limits of responsibility for staff and for management under the national framework.

Result: you can tell AI apart from ordinary automation with precision, and define where responsibility begins and ends.

Module 2 3 h

Practical Workshop: Tools, Risks and Decision-Making

Interactive work with the annexes to the guidelines. Analysis of real use cases using the decision trees (annexes 4 and 5) to assess tasks and risks. The stages of adopting an AI solution and who is responsible at each (the checklist in annex 8). The role of the whitelist and the practical reminders for staff (annexes 9–11).

Result: practical skill in assessing AI tools, identifying risks and making decisions in line with national standards.

Expert in AI law, policy and ethics

Vija Kalnina, Dr. iur.

An expert in AI ethics, law and policy with more than ten years of legal experience across the private and public sectors. She specialises in business law and gives organisations tailored support on AI governance, responsible use and AI ethics.

She researched AI ethics and law in depth at Boston University as a Humphrey (Fulbright) fellow, working as a lead researcher on Harvard University's AI business ethics project. Her doctorate in EU law focused on the freedom to provide digital services.
