The situation

More than 60% of public sector employees already use AI tools day to day (VARAM, 2026), and the picture in the private sector is much the same: a 2026 Gartner survey found that 88% of employees with access to their company's AI tools also use personal AI tools for work tasks. Without a clear internal framework, that creates a risk of sensitive information leaking.

In December 2025 VARAM published "Practical guidelines for the adoption of artificial intelligence in the work and services of public institutions", but common guidelines are only the beginning: the decisive step is embedding them in the organisation's everyday processes.

The choice

To prepare for the EU Artificial Intelligence Act, most of whose requirements came into force on 2 August 2026, and to safeguard data security, an organisation has a choice: build the capability in-house, acquiring new knowledge and developing a governance framework on its own, or bring in a partner with sector-specific regulatory knowledge and technical experience.

The AI Master Lab methodology is grounded in practical work with public administration organisations, deep academic knowledge and current international expertise.

At the end of 2025, AI Master Lab experts, working with the Latvian Artificial Intelligence Association (MILA) and commissioned by VARAM, developed the Practical guidelines for AI adoption in the work and services of public institutions, which set out a common and secure approach to using AI across public administration.
